This was a gift-art for VO Mania a while back, a site which seems to have disappeared completely. I'm not sure what happened there. Anyway, this is one of the Specineff variations from Virtual On Force. We were all really impressed when the screens showing this guy made it out to us westerners (who never really got a crack at the game) and instead of Specky's usual scythe he had this jagged cleaver-looking thing, I knew right then I had to try drawing it sometime! It's too bad the game (or at least the Force-dirived MARZ) turned out to be so disappointing. I've long-since stopped doing images in this style, but I'm still impressed with the interesting effects you can get from Painter like that.
